While Bo denies any manipulation,[link widoczny dla zalogowanych], international prices for rare earths have soared as China strangles supply. Terbium oxide,[link widoczny dla zalogowanych], for instance, trades for $2,[link widoczny dla zalogowanych],000 a kilo in New York, but for $600 a kilo in China.
By imposing quotas on overseas supplies,[link widoczny dla zalogowanych], analysts say China is hoping to encourage the development of its own high-tech, rare earth-dependent industries. Beijing’s aim is to stimulate growth and move the country away from low-skill, low profit manufacturing.
However, that move could backfire in the longer term, suggests Matthew Fusarelli,[link widoczny dla zalogowanych], head of research at AME, as industrial nations seek to develop alternative technologies. "Consumer electronics and products using rare earths have quite short life cycles. What I think we will see going forward is a lot more substitution -- the next [generation] of these sorts of goods will be designed to use rare earths much more sparingly, if at all," Fusarelli said.
In the meantime,[link widoczny dla zalogowanych], the U.S., Canada and Australia are working to end their dependence on China by re-opening formerly unprofitable rare earth mines. By 2016,[link widoczny dla zalogowanych], 60,000 tons of these minerals are expected to come from non-Chinese sources. However, securing regulatory approval to open mines and processing facilities can be a lengthy process.
After a two year delay, Australia's Lynas Corp received only temporary permission this week to operate a rare earth processing plant in Malaysia,[link widoczny dla zalogowanych], observes Fusarelli.
"There was a lot of local resistance -- people concerned about radiation and pollution levels. They have only just received political approval after the company spent hundreds of millions of dollars building the plant," Fusarelli said.
Having entered a formal complaint about Beijing's uncompetitive practices at the World Trade Organization, parties including the U.S and E.U. began negotiations with China in April.
In a sign of just how important rare earth supplies are to Japan's technology sector,[link widoczny dla zalogowanych], Tokyo also added its name to the petition -- the first time Japan has entered a trade dispute with China through the WTO. The Geneva-based body is expected to adjudicate on the matter if a negotiated settlement cannot be agreed before the end of the month.

China controls the global supply of rare earths, a group of minerals critical to the production of high-tech products, from cell phones and televisions to missile defense systems. By imposing increasingly stringent quotas on export supplies and thus driving up rare earth prices,[link widoczny dla zalogowanych], analysts say China appears intent on provoking its international trading partners to take action.
Extracting and processing the group of 17 rare earth minerals is a costly and polluting process, which China cites as the reason it has cut export quotas by 27 percent in the last year alone, to 10,500 tons.

Speaking Wednesday, Deputy Industry Minister Su Bo dismissed allegations by the U.S. and European Union that environmental protection is merely a ruse by which Beijing justifies reducing global supplies.
"With only 23 percent of the world's total rare earths reserve,[link widoczny dla zalogowanych], China provides over 90 percent of the world's market supply, making major contribution to the world's economic development. However,[link widoczny dla zalogowanych], the excessive exploitation of the natural resource has led to eco-environmental problems which seriously hinder the sustained development of the industry," Bo said.

He said China's environment has suffered from the excessive development of rare earth minerals. Around 30 percent of rare earth deposits are found in China. However, acquisitions by Chinese state-owned companies, and bankruptcies among producers outside China, mean Beijing now controls 90 percent of actual production worldwide.

Japan's prime minister on Friday coasted to re-election in his party's presidential election. That means he will remain the country's leader until the next general parliamentary election. The Japanese political landscape is shifting.

In a country that has seen six prime ministers since 2006, the incumbent in office for just over one year has received an extension.
&nbsp,[link widoczny dla zalogowanych];
Democratic Party of Japan (DPJ) official Minoru Yanagida announces prime minister Yoshihiko Noda has soundly defeated three challengers to remain as party president,[link widoczny dla zalogowanych].

Noda says he has nothing to smile about and pledges to put smiles back on the faces of Japan's children. Noda, who easily defeated three challengers, tells fellow party lawmakers that the strong leadership of the DPJ can bring about a recovery from the disasters that befell Japan 18 months ago.

The March 11,[link widoczny dla zalogowanych], 2011 earthquake triggered a lethal tsunami that swamped much of the northeastern coast, including a nuclear power plant.
Four of the candidates for the presidency of the Liberal Democratic Party join hands for a photograph on Sept. 19, 2012. From left to right,[link widoczny dla zalogowanych], Yoshimasa Hayashi, Nobuteru Ishihara,[link widoczny dla zalogowanych], Shigeru Ishiba and former prime minister Shinzo Abe
Noda's biggest challenge to keep his job running the world's third largest economy will come after he calls a general election, which could occur within months. That will pit the prime minister and the DPJ against the party which governed Japan for most of the post-World War Two era.
The Liberal Democratic Party (which is conservative,[link widoczny dla zalogowanych], despite its name) will choose its contender for prime minister Sept. 26. Among the candidates are former prime minister Shinzo Abe, who abruptly resigned just three days into a new parliamentary session in 2007, citing health problems and stress.
Abe says he wants a second chance at the helm, asserting that compared to the other candidates he has long leadership experience. To become prime minister again Abe will have to fend off four other LDP contenders and then help the party capture enough seats in the parliamentary election to form a government.
It is no longer, however, a two-party contest. A new third party, started by the 43-year-old mayor of Osaka (the country's third largest city), Toru Hashimoto, has almost overnight upended the political landscape.
The former lawyer-turned-TV talk show celebrity wants less intervention by central government in local affairs,[link widoczny dla zalogowanych], more free-market competition and a strengthening of Japan's military,[link widoczny dla zalogowanych], which is restrained by the country's pacifist constitution.
Some polls show his Japan Restoration Party more popular than both the ruling DPJ and opposition LDP and in its first election could gain enough seats to determine which other party governs Japan.
Former foreign ministry spokesman Tomohiko Taniguchi says Hashimoto's flamboyant appeal and gift of the soundbite might not easily translate into a lot of his followers winning seats in parliament.
"He is more TV savvy than all other politicians. That much is for certain," he said. "But when it comes to his party members they are vastly unknown so rather than relying on unknown stock such as those,[link widoczny dla zalogowanych], people may shift their ideas to rely more upon ‘knowns’ like the old guards of the LDP."
All three parties share one key policy position,[link widoczny dla zalogowanych]. They back a hawkish line regarding the maritime territorial disputes with Japan's neighbors.
Analyst Taniguchi says the parties are responding to growing public concern. "The sense of weakness has filtered into the minds of a lot of people in Japan. There has been an awareness that looking at the weakening Japan they sense that countries like China, South Korea and Russia are taking advantage of that newly realized weakness on the part of Japan," he added.
The political establishment also finds itself facing unprecedented anti-nuclear sentiment in wake of last year's reactor meltdowns at the Fukushima nuclear power plant,[link widoczny dla zalogowanych]. That has prompted regular demonstrations with sizable numbers of protestors on the streets of Tokyo for the first time in decades,[link widoczny dla zalogowanych].
The LDP and DPJ politicians will also be challenged about their failure to reverse Japan's long economic malaise, complicated by how to adequately take care of a rapidly aging population in a country of 125 million people.

The National Human Rights Commission has decided not to recommend that the government includes North Koreas human rights violations in the agenda for the inter-Korean summit in early October,[link widoczny dla zalogowanych].
The commission discussed the matter in a closed meeting on Monday afternoon,[link widoczny dla zalogowanych], but the recommendation failed to win majority support and was dropped. NHRC spokesman Lee Myung-jae said members concluded it would be inappropriate to recommend the inclusion of human rights violations as an issue for the summit,[link widoczny dla zalogowanych], but added there was no change in the commissions principle to show interest in the issue. Lee said the decision is in line with the commissions general policy announced late last year.
Commission Chairman Ahn Kyung-whan told reporters on Dec. 11 last year that while Article 3 of the Constitution defines North Korea as part of the Republic of Koreas territory,[link widoczny dla zalogowanych], North Korea is foreign territory under international law,[link widoczny dla zalogowanych], so the commission cannot regard North Koreas human rights violations as one of its tasks.
